Dr. John I. Payne Jr. was born and adopted in Orlando, Florida. He graduated from Jones High School before enlisting into the US Army. While in the Army, John achieved a Bachelor of Science degree and a Master's in Business Administration before retiring from the military after 20 years of honorable service. Today, John is pursuing a Doctorate of Education in Applied Sciences at the University of Miami at Coral Gables, Florida. He is a husband of more than 20 years and a father of three children.

John is a proud member of Omega Psi Phi Fraternity, Inc., and a member of the American Adoption Congress (ACC), an international organization devoted to family connections. He is also a strong advocate for the adoptees' "Right to Know." The Right to Know grants adoptees access to their heritage regardless of the circumstances leading to adoption.
